There is some discussion over at Sticky Crows as to what exactly this might mean. Even the native Canadian French-speaking Serge doesn't know.
I think it means "Don't use wrenches to disassemble the French"

i think it just means you can't bring your tools inside the fence. too many attached gadgets must have disappeared.

One can disassemble the French simply by using poorly-pronounced French. Try it and watch them fall apart.

The true meaning was, no working on your car in the parking lot. I should go out and take pics of other signs, it seems there are signs for everything up here, and always with a diagram.
